Currently available at only a limited number of locations, the technology for this has already been sourced and developed; and by the middle of the year 2001, will be a necessary requirement at most SURE Affiliate locations, especially in developing countries. Suffering under a telephone fee regime which extracts as much as US $5.50 per minute for long-distance calls, the availability of Internet Telephony services through a public service is a long-awaited need. Existing regulatory and legal hurdles for this service are being dismantled in most jurisdictions.
Those SURE Affiliate locations offering this service to the public will be able to charge either a percentage of existing telephone toll rates; or charge for Internet telephone calls on the basis of a flat-fee or each 10-minute segment.
It will be possible for both 'calling' and 'receiving' SURE Associate locations to offer this service; and for those locations 'receiving' Internet telephone calls for local clients, a service charge would also be levied for use of the service.
